Mauritius launches a Premium Visa

Your detalied guide is at odds with the EDB website which says premium visa is for one year maximum. Does not mention renewable or convertible to OP. If you have additional official information or if I've missed something please do clarify.

The Premium Visa is valid for a period of one year and is renewable.

A premium visa is required for those who intend to stay in Mauritius for a period exceeding 180 days in a calendar year. Those staying for less than180 days, a tourist visa is granted on arrival to Mauritius.

FWIW: On the EDB. site:

A foreign national staying in Mauritius under a Premium Visa may apply for an Occupation Permit if he intends to work or invest in Mauritius or a Residence Permit as a retired non-citizen.

The word may  implies a lot AFAIK  wrt the civil servants at EDB ! 

This says  it all:

to any non-citizen who intends to stay in Mauritius for a maximum period of one year as a tourist, retiree or a professional willing to come with his/her family and carry out his business or work remotely from Mauritius.

Tourist  more than the 6 months Tourist visa
Retiree who wants to spend more that 6 months on the island  for whatever reasons
Professional : guess it is appropriate for the digital nomad who hops around from location to location < 6 months and is cornered by CV-19 to move around
