I have found this post about a possible Russian Community in Mauritius, it was in July 2013, but I see there was lots of interest in joining the community, also someone commented on a lot of doctors here in Mauritius studied in Russia/Ukraine, it may be a good idea to maybe contact by private message or on the post, as I am sure one of these members will be able to answer your question.
