Public servant ? Or private security?

The other day I was installing the window awning. I saw a ragged clothes man digging my neighbor's bin. Then he sat right outside of my property to eat whatever he found in the bin. I tried to chase him away. He ignored me. I then called the police. They said they were coming but no show at all. That ragged clothes man chucked whatever utensils into another neighbor's land before he walked away.

I told a friend who build his cabinet business here about it. He said whenever he unload his goods in the street, ***

My friend came from China. And I came from HK. Although HK is part of China, we do have 2 different cultures. In HK, we have ICAC who really fight corruption. That's why people from HK and China has 2 different mentalities. I really don't agree with bribery. I also hate people pollute the environment. I thought Mauritius is a developed country. Why it keeps giving me the impression that is not?

Mauritius is NOT a developed country BUT a developing country. There is a big difference !

I just made a small edit to your post regarding the comments about the public servant and bribery. We need to be a little careful with statements that could be seen as allegations, especially when they are about public officials.

Imagine how hungry that man was to eat out of the bin. You could have asked him if he was ok - that would have been a better approach to avoid repercussions & show some compassion. Sometimes being nice works better if you want to maintain peace. I also hate the random littering & pollution. But when I speak to people nicely & ask them to not litter they usually listen. Not sure what you mean about the bribery? Your impressions are based on what you focus on.
