Hi dear,
NOC is " No objection certificate" which was required , when you switch Job from one employer to another employer in Oman & in most of Middle east. Now it is removed by Omani Government but still one has to take new visa when switching Job from one employer to another employer.
Actually Oman work Visa is issue in your employer name so whenever you want to change employer you have to go for another visa.
