Inheritance Tax in Brazil

Hi Everyone. I've been fighting the ITCMD (Imposto sobre Transmissão Causa Mortis e Doação de Quaisquer Bens ou Direitos) in Brazil for 4 years or so. This is the law that permits the State where you're living to collect 4% (or more, depending on the State) of money you inherit outside Brazil, in my case, Canada. The law requires you to declare the inheritance you receive on your Brazilian income tax, and once you do that, you are required to pay the tax. Get this: even if you keep the money in your native country.
It is technically an illegal law, since there is no national law about these inheritances, and it looks like the Supreme Court here in Brazil has just backed that up.
