I want to know how I can get money back a person is keeping unjustified.

I was going to drop off a letter giving a deadline and involve a lawyer if the deadline passes without payment.

Will the lawyer charge the other party with their fees?
Can someone recommended a lawyer in Barcelona speaking English or German?

You do not give enough details but you may describing a criminal act or a civil dispute. Which ever it is would affect what action you might take

I deleted a standing order online but it didn't work so I paid two months rent to a person I let a room from. There was no contract, he's the official tenant. He returned one payment but not the other stating he'll return it after deducting bills. He claims bills (Jan - May) are late but I know for a fact he's just lazy.

So it’s a civil case. However in those circumstances, if you cannot get he money back by being nice then i would suggest you just give up Do not pay a lawyer nor go to court as that would almost certainly be throwing good money after bad.
