Building Codes in Yucatan

Can anyone comment on building codes, permits, inspections, etc?  For example, the code for insulation in a home, and structural stability should there be an earth quake, plumbing, etc?

FWIW I did read building codes are non-existent.  That was one source of information and I wouldn't call it the best source, but it was fair and will assume it is true.  I believe they (govt authority of some sort) will come by a building site and make sure you are paying the govt SS for the workers who are working  :unsure
