Chetumal is a very nice area that has lots to offer. Not very popular with expat yet, and not sure why? I find it better than most popular places like Cancun, Playa Del Carmen etc... I think you might be able to find something in the $350,00 a month or perhaps even less depending how far the water you relocate.
I have friends that own a house just across the border in Belize (Corozal) There is a free duty zone with American style big box stores, and about 2000 store (so they claim) I find Chetumal much friendlier than Belize, It is fairly modern with a colonial Mexican flair. It is quite safe compare to Corazol just a few kilometers away.
