Converting a Non EU Driving Licence in Romania

Exchanging your UEA License is a very simple procedure. All you need is medical fitness certificate,  Legalised translated copy of Driving License in Romanian, fees of 68 Lei (might be more not sure) and duly filled application form that you can get download from the internet or get it directly from office there. It just takes about a week and they will post driving licence to your residential address.

RAR and the Primaria have nothing to do with driving licenses.  You need to go to the police.

However criminal record is required. What kind of criminal record is that? From the origin country?

You've misread the information.  You need a medical certificate, specifying the category you are fit for, if you want a new license with the maximum validity period.  Otherwise, they probably will exchange your license, but it will expire when your foreign one would have.  Best advice is to just do the check and be done with it.

As for the criminal record, it's a 'cazier judiciar' as written on the website.  You get that from the police also, possibly a different office/bldg though.  it's free and is usually issued on the spot.

I can't say about the appointments....maybe they really are booked up...it's common for passport appts to be like this.  If this is the case, you'll just have to go stand in line and wait.

Well, so the process should be really simple but I did not have a change to go through it, because the queue (which is completely electronic and only electronic from very recent time) spans 3 (three) months (!) ahead. I have my appointment scheduled for the end of February

HI there. Im Brazilian living in Romania for five years. I Could not have my driver document registered here in Romania since i was byuing my place and would have the house in my name and new documentos, and after that I Could apply for transfer the drive license. I give the entrance for my city document in the beggining of 2020. They told me that would be ready in 1 Month ( whil my driver license was still valid) but because of the pandemic cause, everything went down, offices closed and my document never arrived. The experation date was arund Jun 2020 and my residence document arrived in Jyly. Then i went to the police to transfer the document and got very dry answer "your doc is expire few weeks, you are not european, so we cant help you, you need to go back to Brazil, renew your drive license and then come back to Romania to change for a romenian one. Then he also said, or you can start the whole process of class here in romenia from 0 and get the license. Is very hard for me since i driver over 18 years already and too see that i probably will have to do the school from zero is very frustation, going to all classes, doing all the driving clases and on the end have a lucky to find a correpted Police man that will reprove you. My question, do you think there is other way fo me to get my Romania liceses without have to going back to Brasil? Since the sutiation there is still hevy bad with COVID, i really dont want and cannot go back now. Or if there is any kind of proccess for people that already drive and have them doing a short courtse, fast exame, a bit easier than doing everytning from 0... I would probably ending up moving tro Brasil around Nov/Oct and reniew there my docs, since it will be enven cheaper to fix trom brasil everything, meet my family and got back allowed to drive again. Im without hope regarding this, my daughts just born, we depende on the car and is very hard to keep going like this... Im very frustade..

You can't until you live in and receive a Residency permit in Romania.  There is no "easy way".

There's no such thing as a Syrian international driving license.  You may hold a Syrian driving license and an International Driving Permit (a translation) of your national license.

In any case, no, it cannot be exchanged.  You must take a course and exam in Romania.  Syria is not listed on the annex lists that are published by DRPCIV.

The thing is, my south African license expires this month 10/2022. If it is expired could I still get the conversion done.

No, you cannot convert an expired license, and you should not be driving around without a license at all.

Go to the police station in Oradea, They will have all the information listed on a board, or you can look online.

You'll need to pay a tax, get your medical exam done, possibly do a declaration at a notary, and make copies of your documents, passport, PDS, etc...., and submit an application.

Yes, provided:

1. You have a valid Permis de Sedere (residence permit)
2. Your license is recognized in the Anexa(s) as being eligible for exchange for a Romanian one.  (check the police website for your area)
3. Yes, other categories are not a problem, as long you pass the medical exam that pertains to such a category.

Do start the process at your earliest convenience, as not every office is familiar with the process. I delayed my exchange and then I ran into conflicting requirements, the Covid Virus, a temporary health problem, my own inaction, and changes at the Missouri Department of Revenue. In the end, I wound up with an expired US license and (unsurprisingly) conflicting stories on when/if I can get a Românian license.
