Letter of Invitation for Visa, URGENT.

Hello everybody

I'm going to make a letter of invitation for a friend of mine to apply for a tourism visa to come and visit me.
I have to question:
1. how long does the process take?
2. what is the name of the stamp that i should buy from the post office to pay for the letter fees at the immigration office??

Immigration office usually ask original lease agreement signed by 2 witness + certificate Of ownership from the landlord, original with cadastral hologram (cost 14.000 huf in the XIV district),
