I can only comment on one aspect
Cost of living in Finland
It is definitely high, but you might be able to manage with college hostels and college canteens etc. And I'm not sure if you can get part time work here, check that out before you arrive.
I have been to many EU countries and in my opinion this is the costliest place I have been to.

Hi
The application for Universities of Applied Sciences are open now you find information and the application at admissions.fi

I am myself from this High school admissions.novia.fi

I can only reply to two of your questions:
3)Are Finland Degrees internationally recognized? Yes and the school system in Finland has a good international reputation in general.
4)Cost of living in Finland We calculate that you need app. 600 Euro a month.

it might be possible to get a part time job here. Most universities teach some finnish to help students get a job to pay for the living costs. LIDL often takes foreigners and part time workers.
