Can i enter University in Spain not being a resident.

We are moving to Spain soon. And i was interested to know how the education system works there. If i could enter one University there, how much it would cost and if they do teach in english as well. Can anyone help me?
Another question is: i have a bachelor degree from russia. I studied to be a journalist and a teacher of english. Is there any way that i could go to have my masters degree in business?)))(it sounds weird, but that's what i heard) Thank you for your replies.
