Montevideo Public Schools/Affordable Private Schools

I am considering options for my 12 year old twins, who now attend a dual language Spanish-English school in the States. I love the look of the American School in Montevideo, but, ouch, the $20K/kid tuition+registration fee is out of my reach.

Does anyone have experience with the public middle schools or more affordable private schools? I'd consider Spanish only or dual language. One possibly relevant consideration is that one of the kids is transgender, so we'd go Catholic only with a lot of assurances...
