The only US notary available from Medellin would be one online that is physically located in the US. They must be within the US physically.

This may be of interest, "officers of the foreign service of the United States, and consular agents at U.S. embassies and consulates, are authorized under federal law to notarize documents abroad. " So possibly in Bogota at the consulate...possibly.
