The event announcement has a date and time but not a mention of the time zone. So I looked for more on the Taxpayer Advocate Service (TAS) and found an IRS page (https://www.irs.gov/advocate/taxpayer-advocacy-panel) which has a "Contact TAP at our website" link to http://www.improveirs.org/ which states:

This site can’t be reachedwww.improveirs.org refused to connect.

That pretty much sums up my sense of futility in getting competent services while living abroad.

08/28/23 @mberigan. Good morning, Matt! I think that the link on the IRS site is bad. A websearch gave me this URL:

https://www.improveirs.org/

Which connected for me, with my VPN connected or not.

The timestamp for the event certainly could have been clearer, but I read the "-04"  in "Monday, September 25 · 1 - 4pm -04" as meaning "1-4 PM UTC-04" , or Eastern Daylight Time.
