Does anyone know if the HEB grocery store in Juriquilla is open yet?

Not yet. They are almost done with the construction and it should be open sometime in August.

For the benefit of others I'll respond to my own question. Yes the H-E-B in Juriquilla is open! My wife and I went there on the way from QRO to SMA Sept 28th and were thrilled with the store.
