I don't think they host personal blogs; rather they link them. In simpler words, you'll have to create it elsewhere (e.g. blogger.com) and then link the URL to your profile. This is my understanding. EB team please correct me if it's mistaken

Yes, you must create your blog on a blogging platform so as to able to add it in the Blog directory on the website.
