Profession Change

Hello everyone good evening, My friend is a software engineer in jeddah. He's here since 2016. He's having a visa of labour he wasn't knowing before now when he wanted to transfer to other job he's having problems because Labour is written on his iqama he asked his company to change the profession to engineer but they denied. And outside he asked a agent he told him 20000 sar he was shocked to hear that. I don't know how can I help him. Is there any other way he can change his profession from labour to software engineer? Thanks
