My friend's Kafeel is warning to HAROOB him if he is not paying his monthly amount due to him . Is it possible with new kafala system, the kafeel declare him Haroob (absconding ). Please explain.

Yes, it is possible.
Because in LAW there is no such thing as "AZAD VISA".
So, it means your friend can't do anything against his kafeel but he can do whatever he wants to do.
Azad visa is a mutual agreement, so, ask your friend that either he will pay those payments or get transfer to a company.

Yes he can but not for unpaid amount. Haroob means your friend has run away. Ask you friend to keep a record of all conversations, whatsapp and phone calls. This will help him to dispute the haroob case. But if your friend is not answering the call, whats app or not showing in his office then he cant object.
