How to fix the rejection from SCE

Dear Sir, My SCE member ship expired on 7/31/2020 and I upload with my same certificates by Convert Temp To Permanent Membership and got rejection Sorry, the certificate does not qualify for the membership required. Now iam trying to upload load with the required documents but I could not found any option to upload. I kindly request to help me If anybody have information.
