End of 2 years Fixed Contract but wants to transfer to other employer

Hi. I hope everyone's having a great day today.
Let me get straight to the point. We are four nurses in a Small clinic. 3 of us will have our contract finish this November. We sent the management a letter of notice 4 months early to inform them that we are close to the end of our contract.
We listed some of our agendas. And it follows:

1st, we will give them 4 months to find replacement for us and for them to prepare all necessary documents that we need before we go back to our country. e.g. Certificate of employment with chamber of commerce stamp etc.
2nd, if they can not find replacements on or before our contract ends - we are offering them 1 year extension provided that they give us an increase of salary set by us (reasonable) and inclusion of other provisions. Negotiations are welcomed.

3rd, if they found replacement but are willing to let us transfer to other clinics. Of course, provided with provisions that must be discussed with the 3 of us including the management to settle things professionally.
P.s. Our Iqama is Non-Transferable (fyi)

Now this is what happened. They did not agreed with the salary increase. We then jumped to the 2nd and 3rd clause of our letter. What they are telling us now is that, if ever they allowed us to transfer, we will need to pay them 25,000 riyal each. (If anybody is asking why do we need to transfer - the answer is simple, nurses are banned from leaving our country because of the Pandemic. If we go back to our country, there is no guarantee that we can come back)

My question is this, is that 25,000 riyal a reasonable price? I know we still need our current kafeel to agree for our transfer but My God (25,000 riyal)?????? Really? Really? Do we really need to pay 25,000 after finishing 2 years of our contract?
My other question as follow up, I know some of you will say "If your Iqama is Non transferable then it is illegal for you to transfer to other clinics". But, can anyone just answer me, if my kafeel agreed that we can transfer our sponsorship do we really need to pay or the other clinic (the one we will transfer to) will be the one responsible for that??
And if so, isn't it illegal to ask for that much of a money after they used our services for 2 years.
We know that the logical option we have right now is just Going back home. I was just wondering if 25,000 riyal payment per nurse is a factual detail. I would love to know the legality of it.

SAR 25000 IS HUGE AMOUNT. ALSO U HAVE TO PAY ADDITIONALY TO NEW KAFEEL FOR THE TRANSFER. NEGOTIATE FURTHER.
