Double civil id number

I came to Kuwait for the second time on a new visa and

My mandoob has issued visa number 14 to me I noticed that my civil ID number has changed and now I am not able to get a new visa. My mandoob has got my old civil ID number deleted from paci office. Even Mandoob is saying that I will have to go to India Now what should I do? Which office should I go to get my work done?

Sorry you're dealing with this. A civil ID number changing after a new visa usually means your old file wasn't properly closed out in PACI's system before the new one was opened. A few things to try before accepting the "go back to India" answer:

Visit a PACI office directly (not just through your mandoob) and ask specifically about a "civil ID number conflict" or "duplicate record" — bring your old civil ID number, new civil ID number, passport, and visa 14 documents

Ask if your case falls under a residency transfer or record-merge issue — PACI can sometimes correct or link records without you leaving the country

If they say it can't be fixed locally, get that in writing — that documentation matters if your mandoob is pushing you to leave without a clear explanation

Also check with the Ministry of Interior's residency affairs department, since visa-side issues sometimes sit there rather than with PACI

Don't take the mandoob's word as final. Sometimes "you have to go home and restart" is the easier route for them, not the only one available. Get direct confirmation from PACI or MOI before making that decision.

Sorry you’re going through this. A change in your Civil ID number after getting a new visa can sometimes happen because the previous residency record wasn’t properly closed or updated in the system. However, that doesn’t necessarily mean you have to leave Kuwait and start the process again.

Before accepting that explanation, I’d recommend taking a few steps:

* Visit a PACI office yourself rather than relying only on your mandoob. Explain that you may have a Civil ID number conflict or duplicate record. Take your old and new Civil ID details, passport, and Visa 14 documents with you.

* Ask PACI whether the issue can be handled as a residency transfer, duplicate record, or record-merging problem. In some cases, records may be corrected or linked without requiring you to leave the country.

* If PACI says the issue cannot be resolved locally, ask for a clear explanation or written confirmation of the problem and the required procedure.

* You should also contact the Ministry of Interior’s Residency Affairs department, because the problem may be related to your residency or visa record rather than PACI itself.

Most importantly, don’t make travel arrangements based only on what your mandoob has told you. Get confirmation directly from PACI or the relevant MOI department first. There may be a legitimate reason for leaving, but it’s worth confirming whether there is a local solution before taking such a major step.
