Question about expired work permit

Hello there. I just want to ask, in case an employee's work permit expired while he is outside Bahrain, is it legal to terminate the employment? Since there is a new rule for applying work permit for overseas employees, the company might not be able to apply for a new visa. Thank you in advance for your answers.

The work permit has expired.  You are no longer an employee of the company.  Employment termination is irrelevant.
