I've what is often called an HGV licence and have worked in EU countries, Middle East, North Africa etc. . If you do not have the right to live and work in Portugal (or the EU) then you'll struggle to find anyone to take you on as a driver. Any driving agencies here can recruit HGV drivers from everywhere within the EU with minimal paperwork or obstacles and you'll be competing against these drivers for work The only realistic way you could do it is if you do all the work yourself to get an EU HGV licence and the right to live/work in the EU then apply to driver agencies.
