Public primary school suggestions

To answer your specific questions:

Public elementary schools in Holland only teach in Dutch.  Our experience was that most schools are pretty much the same and we never had any issues with our kids in Dutch schools.

Utrecht is practically in the middle of Holland (which isn't that big to start with).  It is well served in terms of services and public transport, so you will have the advantage of being able to chose to live practically anywhere in the country.  My advice is to use something like AirBnB to start with, then speak to colleagues/neighbours to help you find something more permanent.
