I always say drive around until you find a place that feels like home, then zone in on what you want to buy.  Noto is nice, only 6km from the sea, but not great for shopping - you'd have to go to avola or Modica.  Siracusa, on hte sea, no beaches - you have to go to Arenella or Fontane Bianche 14 km to the south for a beach, as do  the other 170000 Siracusani.   Between Catania and Taormina - Acireale, Acitrezza Giarre etc - all nice, but no beaches as such.    Scicli, ticks most of your boxes,  Marina di Ragusa is on the sea.  Then along to Scoglitte,Vittoria - avoid right until after Gela.   IN fact Id avoid it all till Selinunte.   North coast - nice spots,  some good beaches - but remember the sun is behind  on a northern beach.  No big enough towns to give you the culture you crave.   Unless you re in Catania or Palermo you will drive to get a culture fix, especially because music and theatre are in town only in the winter, and in summer everything is at the beach.
