Residency for IMU Tax and Shipping goods to Italy

I filed my Kit Gaillo with the Posteitaliane for my Permesso di Soggiorno, I received my ricevuta and have an appointment with the Questura on the 11th of December. Once I filed that, then I went over to Rosignano Marittimo and tried to register for resident of the Comune di Rosignano Marittimo.

But at the offices they told me that the receipt from the Permesso di Soggiorno was not good enough to register with the commune and that I had to have my Permesso approved before I could register with the comune.

The reason this is a problem is because I am shipping my household goods to my new home and without the registration with Rosignano Marittimo, I would potentially have to pay full VAT on all of my household goods like my car and my motorcycle with I paid VAT on when I initially purchased them. I think another problem is that I have to pay the "vacation home" IMU tax on my home even thought I am living there full time.

Is there any other process I can do, or any other paperwork or forms that I can file, that would allow me claim residence so that I don't have to pay these extra shipping charges and taxes ?

Thank You in Advance

The receipt has an expiration date which means it is valid until then so you do not need the permesso di soggiorno until that date, the Comune should know that, either they are ignorant of that fact or just lazy. When you talk to them again, act stupid by saying “should I hire an attorney who can explain these procedures to me.”  You might see a change in their demeanor. You can also try to telephone the Questura and explain to them the problem, chances are they will tell you the Comune is incorrect.

Thanks ! I'm trying to digest everything you wrote. I had three people from the Comune tell me the same thing. At first I thought maybe this was a desk clerk not wanting to do their job problem. I'm wondering if I should talk to an attorney first ? Then go back down to the Comune and get this taken care of so I can get my household goods

You can get residence with the ricevuta only in certain circumstances:

renewal of PdS,  for work contracts, for family reunion,  if there are minors, or if you are waiting for citizenship through ius sanguinis.   For any other reason the comune is right.
