The whole village has no water? Have you tried to speak with your neighbours or the Mayor?

Your local water company should have a website where all outages, both planned and unexpected, are listed, usually under "Авария". There should also be contact numbers to call.

It comes under VIK Dobrich, looks like it was scheduled to be off Tuesday, number to call them will on the site too.
