Moving from Belgium to Germany - Work related

Hello All,

Right now, I am working in Belgium and I want to move to Germany to start my new job. So I want to know the first procedure I have to do?
- I need to go to the Germany Embassy in Brussels and apply for a work visa
OR
- I can directly go to the Commune (workplace) in Germany and apply for the work permit there directly.

Also, Anyone here recently got an appointment in Germany embassy in Brussels? If yes, is it through online or any other way?
