The neighborhood is safe, your son could walk alone to the school, there are a lot of accomodation possibilities a few minutes on foot from there. Also a good starting point to tour the Peninsula.

For an active 14 year old with active parents, there are plenty of activities to liven up your vacation in both destinations if you go beyond the beaches.

I can vouch for the Samana peninsula having lived there for over two years and still return at weekends.

An lessser known attraction just north of Samana itself is the Dominican Tree House with zip line and plenty of other attractions such as bike, mule and quad trips. A Robinson Crusoe escape for sure as shown in the attached videos parts 1 and part 2 which follows on.

You then have, the Limon waterfall and a boat trip across the bay to visit former pirate caves in Parque Los Haitises.

I am not so familiar with the Puerto Plata area but it also has a wide range of activities including kite surfing, waterfalls, various tours, river rafting etc. and will leave others living there to offer advice. The attached will help:
