I don't like posting guesses, but I have lived in LT for a while. A friend mine who lives here has golf cart for full time transportation. He told me he chose a golf cart because their is no registration. However he told me this over a year ago and laws do change according to revenue it will generate

I have not had a response via the forum.

As LT American says, I have talked to a couple of people in town and they indicate

that no registration or insurance is required to operate a golf cart.

Still hoping for some feedback from others on the forum.

That is correct the laws changed. You need to register it and license it. To  drive it you will need a Dominican License if you are outside the legal timeline where your  international license is valid.
