Get your gf to go to the local People's Committee (Uy Ban Nhan Dan) where she is registered. Each and every place is different, don't rely on information from someone who gets married in a different place to where you will register. Be prepared to go around in circles, VN officials are well known for making things difficult. My marriage certification took 4 months to complete, something that could have been easily done in one or two weeks. Good luck.
