Thanks for posting this info, but I don't think it's widespread and not about traveling or leaving overnight. I have been here 2 1/2 years and have traveled very frequently with no issues. I think what you may have encountered is more about when people change addresses or when new people first move here and the leasing agents do not file the TM30. When I renewed my 1-year extension last Sep 2017, I had moved during the year and suspect my new leasing agency didn't file the TM30 because Immigration needed to call them to confirm I was staying there. It wasn't a problem for me, I just had to come back the next day to pick up my stuff (and I didn't have to get ticket or wait in any line, they have pickup counter). I don't know if the leasing agency filed the TM30 or not, or whether they were fined. It wasn't my problem and not my business.

I wouldn't worry about having to inform anyone every time you leave or come back from a trip or an overnight stay in a hotel. If something does change, your leasing agent should let you know if you need to inform them every time you leave the building overnight. I suspect it was just an isolated situation for you & your friend because I have not heard or read about this happening to anyone else since I've been here. So, don't move out of the country just because of this one incident.
