What was the purpose of the visit in Thailand? did she work in Philipines ( pemanent job ) ? Did she have bank accout with money ? Did she book an hotel in Thailand ? return flight ticket ? etc...
Without clear understanding I can not see how somebody can help as they will ask this people the relastionship with your friend and the will not be able to answer any.

You don't understand what is a guarantor (1), their responsibilities (2), the list of documents required (3), please read below :
(1) guarantor
It can be family/friends or business/enterprise
Not an anonymous people like you are trying to find, and the reason you will not find one is below
(2) responsibilities of the guarantor
The guarantor guarantees that he/she will cover your food and accommodation expenses while you are in Thailand.
The guarantor also guarantees that he/she will cover the state's expenses should you fail to leave Thailand when your visa expires so that the police have to deport you from the country.
You have a better chance of being granted a visa if you have someone to provide a guarantee for you. However, this does not mean that everyone who has a guarantor will be granted a visa.
(3) guarantor must provide many documents
The guarantor must complete a guarantee form for visits
The guarantor must bring the completed form to the police to have it stamped.
The guarantor must show:
passport or valid proof of identity with photo
last month’s pay slip
last year's tax return
bank statement
After this, the guarantor must send the original copy of the form to you who plan to apply.
You must complete the last part of the form and submit it together with your other application papers.
Sorry but this must be prepared in advance of the trip, your friend has certainly a past history airport police was able to check from her passport, you trust your friend but you don't know all her life, and as written above having a guarantor does not guarantee the visa will be granted.
Nobody will take risk to cover financially somebody they don't know, it is as risky as accepting a luggage at airport from anonymous people you have never met ( it can be a bomb or have drugs inside ).
Sorry mate, but you need to be realist and see the true life.

That means this is NOT the reason, without checking all original papers yourself you will NOT understand the true reason.
By the way did you buy the flight ticket for her ? or did you send money to her to buy the ticket ? If you send money honestly it was a scam...even you met her before...I don't trust what she said to you...
Honestly 10,000 THB is not enough to live 30 days even hotel is already paid ( requirement to get Tourist Visa from Thai embassy in Paris is 1000 euros around 40,000 THB in your bank account )

I live here you don't need visa for 30 days and you can go to the immigration to get an extension for 1900 THB for a further 30 days..

Citizens of the Philippines are permitted to stay in Thailand up to 30 days if entering via international airport and up to 15 days if entering through a land border checkpoint from a neighboring country (Laos, Myanmar and Cambodia) under the Visa Exemption Rule.
Please note that you must be in possession of the following if you wish to visit Thailand:
A valid passport.
You will need a passport valid for at least 6 months following your departure date. It is also recommended that your valid passport have at least 2 remaining unused pages for any necessary entry and exit stamps that may be issued.
A confirmed travel itinerary
Proof of accommodation and funds of at least THB 10,000 per person and THB 20,000 per family.
There is a lot of confusion in the Philippines about travel requirements to Thailand.
Some girls are told they need a CFO even on a visitor visa, this has even been told by an inexperienced immigration officer. But the CFO is NOT needed for a tourist. Some are told they need a Visa, but in reality that's only for 30+ days. Although having one may be a good idea anyway.
Most girls who are nervous when being interviewed on leaving for Thailand, do stand a greater chance of not being allowed to leave the Philippines, to protect them from the human traffickers who operate in Thailand. It is mainly done for their protection, but also sometimes from the arrogance of an immigration official.
However, I have known some girls who have left Manila and had no problems going to Thailand for a 30 day visit (no Visa), but they were not alone and vulnerable (in the eyes of the Immigration officer).
A Visa is NOT compulsory, but I would consider getting one just in case, and to make it easier to cover some possible problems at immigration. They seem to be more lenient when they have a visa, although still get questioned/interviewed.
At least that way, the Manila immigration will know that you have covered all the requirements from Thailands point of view, which looks like it may include an affidavit of support.

I also have a problem and want to know if I am blocked in ROP - the website has no email and no one answers the phone.
How would I know? I went to the ROP embassy and they said they can issue a visa but there is no way to know if immigration in Cebu has a block on me. Can anyone help me?

Why would you think you may be blocked in the Philippines?
With this thread itself, it isn't the Thailand Immigration that is any problem, it is the Philippine Immigration allowing people to leave or not, no matter where they are heading.
