MM2H and employment visa tax not paid by employer

Hi, all. Hope someone can guide me
I would be applying for the MM2H when it re-opens in Jan 2021. I had an employment visa for Malaysia from Aug 2017- Aug 2019. I never actually took up the offer. The employer has paid some tax on the visa but I think RM 2381   is pending. The employer says he has paid the entire tax.
I am very confused--and do not wish to face any problems of entry in Malaysia or applying for MM2H in the future.
Will  they even grant me a tourist visa with all this pending?

I'm equally confused. If you didn't work in Malaysia why would there be any tax at all? Maybe the employer paid the first month in advance or something. They would have submitted for a refund if you did not actually collect a salary...why would they be "behind". Or perhaps these were visa fees?

In any case if it were a tax on uncollected salary then I'm almost certain that would be refunded. If you do not have Malaysian visa stamps for that time frame then you should be clear for MM2H. They will ask for copies of your visa stamps on any new and past passport. If there was no employment visa in your passport they may not even look at that.

Actually I paid a visit  to KL in Sept 2017  for stamping of the employment pass. Then  they told me to go back to India as the University did not have sufficient enrollments and they would call me when conditions were favourable.
Then in April 2018  and Oct 2018 I visited  them twice for 4 weeks each time, to help in currciulum development.  Airfare and accommodation was provided  by them with a total  honorarium of RM 5700 for the 8 weeks.
Now their EA form is showing a salary every month  of RM 5500 for two years (which I have never  recd nor  do I have a bank account in Malaysia.   On my repeated pleas, they have paid half the  tax due on this but the last part has not been paid.
Nor I think have they  cancelled the employment permit.
I am really in a tight spot. I love Malaysia so much I want to spend the remaining years of my life there.
Please, please  how do I sort out all this?
