Depends on how mature for her age your child is and which level of intellectual stimulation is appropriate for her, as well as her English skills. Is she well socialized and confident with other children.

Taylor's I hear has more of local crowd than expat..
KL int'l kids club is under consideration right now..

I am looking for a school Which offers holistic learning and doesn't put lot of stress on the kid..

My kid is a confident speaker on stage.Can read write alphabets..Knows Phonics..Mingles well with other kids.. So should we go for Preschool or formal school?

Also my Husband's office will be shifting to Petaling Jaya by year end so we are looking at a school for this year in KL and then will shift to a school in Petaling Jaya..

Then it's a no brainer to put your child in a kindergarten for one year and enrol in international school in PJ.

There are not enough expats to fill a school so do expect your child to be with local children. Where there are chinese in control, the education will be very good. Taylors is extremely popular because of that.
