Not that easy, thare are some requiments, here is a link to the complete circular letter, its from a facebook group because the Immigration website is actually not working, when it will be on line, ithe letter can be seen also there.

"Foreigners who are ITK, ITAS and ITAP holders who are still valid and are in Indonesia, can apply for an extension of their residence permit at the Immigration Office in accordance with applicable regulations."  In other words...business as usual for them. 

And for those who left Indonesia...whose visas have expired, it still sounds easy (and reasonable).

ITK and ITAS holders from visitor permit and temporary stay permit can apply stay permit as long all requirements are complete and approve.
