Refused treatment

I have heard secondhand that if a Cambodian person arrives at a public hospital seriously ill and has no money will they be refused even to see a doctor and have to wait there turn outside, but if as I understand you can pay $15 for the doctor and $10 per day for a bed in a shared ward you will be seen immediately, right or wrong.k

Government aka referral hospitals will treat any Cambodian citizen provided they can id themselves.
