welcome to Kuwait Joe; u'll have to wait a bit till August 18th, most people during Ramadan are otherwise preoccupied with Ramadan-related activities. Restaurants will be opening up at roughly 6pm for serving at 6:45ish, meaning any restaurant will have a long waiting list (make a reservation).
im sure someone should organize an "Iftar" (breaking of fast) for expats to join in on. this might be the required motivation.

You can try checking out the meetup.com page and see what is going on, there are a couple of groups you can join. They seem to have several things going on.
