Despite this situation, nothing prevents greed and conflicts of interest from continuing to appear within the administration because, as he has recognized, corruption has permeated the State from top to bottom.

For this anti-corruption doctrine to take root, it is essential to have a public ministry that catches and judicially punishes the corrupt and, fortunately, this tool exists and works at full capacity.
