Your assumption is a good one:  unless you're fully vaccinated,  this is still a good time to be avoiding Brazil.  You should contact the nearest Brazilian Consulate for their guidance on your options.

I will say I travel in and out of Brazil up to a 2-3 times a year, through GRU, it's been very easy and well organized.

I was in the same boat, with my last exit from the country in September 2019. I looked into the options and decided it was better to make a quick trip to Brazil before the end of the two-year window. Yes, there was a seven-month extension, but if you take it, then you will have to go to the Federal Police and "justify" why you didn't enter the country for over two years. That was a prospect I did not relish. So I flew to Brazil for four days earlier this month, stayed in an airport hotel near GRU, and came back. The hotel was very conscientious about COVID precautions, and I am fully vaccinated. The flight was not full.

You have to have a negative PCR test to enter Brazil and fill out an ANVISA health form. To return to the U.S., they accept the quicker antigen test, and there is a place in GRU airport where you can get it within two hours for R$280.

I did the same as BraGringa. Mostly because I don’t trust that everyone will be on base with the extension and understand it. Call me paranoid , but in Brazil when you talk to 3 bureaucrats, you usually get 3 opinions or interpretations.

Anyways, I did a quick trip (2 weeks in May) stayed with one friend and headed back thus resetting my 2 year clock. I also figured,  I might as well do it now, as things might get worse again (ie Travel Bans).

My two cents ….

Actual numbers have been plummeting in Brazil and in the USA ...case  numbers and deaths attributed to covid ....

US cases have fallen below 40,000 for months after a peak of 300,000, while deaths are below 350/day after a peak of over 4,000 ...
In Brazil, the peaks were more recent but the decline has been even more remarkable ....cases below 50,000 after a peak of 100,000 only a month ago, and deaths under a 1000 after a peak of over 4000 just two months ago ....

On the other hand the media and the politicians have raised the decibel levels of their voices several more notches, talking about "The Delta Variant" among other perils.

However, we all know how much the journalists and the politicians care for us all and always do the best thing for everyone, putting aside their personal interests .....so they may indeed still find reasons to reinstate stricter controls .....
