Does anyone has recommendations of using (or moving) a T Mobile cell phone line to Guyana?
Or is there a need to get a new line in Guyana?

You don't have access to any USA cellphone companies, you have to use a Guyanese company either GT&T or Digicel, those are the only options.

You cannot move any US lines to Guyana at all, local or nothing

YES EVERYTHIBG HERE ARE BASICALLY PREPAID, YOUCAN GET A MONTHLY PLAN BUT ONLY LOCAL CALLS CAN BE MADE AND IN gUYANA THE CALLING PARTY PAYS FOR THE CALL.SO IF YOU INITIATE THE CALL IT COMES OUTOF YOUR PAID MINUTES. MOST PEOPLE USE WHATS APP ON WIFI.
