As per the official site, SCE accepts diploma holders. Quoting from the SCE site:

SCE Membership for Technicians
A person who attained diploma certificate and may select the duration of membership for one/two/three years. The fee is paid in two parts (500 SAR as a one-time processing fee and 200 SAR for each year as opted).

There is nothing like an experienced base diploma in the world.
But yes the companies can register their employees through experience.

Does companies can register their employees permanently ? or it’s like temporary membership as uploading experience letter of company in that case finally had to upload the educational documents for the permanent membership otherwise can’t renew

They can but that person should have been with the company for more than 5 to 7 years or at least the company can prove that he is way more experienced ( it means he should be old enough).
Then they can get permanent membership.
That was the case 4 years ago.
I do not know about it nowadays.

Regarding experience based certificates or diplomas yes in Pakistan they give such diplomas and can be verified online and from mofa Pakistan also

Those diplomas/Certificates should be from SAUDI COMPANIES.
They will not give permanent membership on the basis of a non-Saudi Company's Certificate.

I am not talking about companies experience letters , these certificates are issued after paying fees and appearing in the examination in the colleges and issued by a separate authority like TTB (trade testing boards) later you need to verify it from TTB and TEVETA on the basis of these verifications MOFA verifies those diplomas/certificates

It will work only if you can provide the marking sheet. OTHERWISE, THEY CAN REJECT IT.
They need that transcript.
If you have one with a diploma then go ahead.

And remember if they reject anyone once then it will be a problem.
Then he/she will have to change profession or provide any solid diploma/certificates for clearance.
So, if your current profession is non technical and you do not have any certificate with transcript  and you do not have any long experience in KSA of some technical profession then please do not apply for profession registration.
It can creates difficulties for you.

how about certificate of 3 years degree, means undergraduate of 4 years degree of BACHELOR OF TECHNOLOGY IN ELECTRICAL but certifiacte of 3 years already issue by state university with attestation and saudi embassy seal, it is possible to accept of saudi council for permanent registration?

As for as i think, your degree is not completed so they can reject it.
And besides that will consider you as an associate engineer (if they accept it) and they will take your test. Yes, there is an exam for all engineering professionals now.

So, be ready.
And i think you are the one who is waiting for a long time for registration, right?
You have to go to SCE office.

And many more other factors are evolved in SCE registration.
Like your degree is in Technology of Electrical then your desired profession should match your degree. If not, they can reject any application.
Or you will have to change your profession in the SCE registration as well as on the iqama.

If your way is legal.
You should told everyone.
Why on the personal number only?
When it comes to personal contact right from the start it always will be a scam or illegal way.

There is no three years technician diploma in the world.
So they can consider you as an associate engineer.
If they do they will ask you to change profession.
And then there is some exam.
But i am not sure if they are going to take the exams for all associate engineers?

A diploma for a technician should be of one year which can be attested from foreign affairs.
For engineers, four years degree can be attested from foreign affairs and saudi embassy.

As for as i know, yes, it is.
But you should have to visit them personally.
May be they can accept that 3 years certificate for technician profession.
SCE has no concern over the salary.
It is not their problem.
