In a nutshell, no.  What you are talking about is Social Housing and the Gemeenten have nothing to do with it.  Social Housing in the Netherlands is controlled by the Housing Associations; there is nothing stopping you applying to go on the waiting list, whether you will be successful is another matter; if your sons are living in Amsterdam, my advice would be to get one of them to contact the local Housing Associations and ask the question.  Social housing is currently in short supply with many asylum seekers looking for somewhere to live.
