I'm currently working here in Saudi and I have a visa offer to work to Oman but my employer refuses to give me an exit visa, he only offers to give me exit/ re entry visa. Can I still continue to work in Oman without problems?

Final exit is given when you resign from your job and leave Saudi for good.
Exit Re-entry on the other hand allows you to travel in and out of Saudi with permission of your employer.
These are two different types of visas. The proper procedure is to get final exit and then work for another employer in the GCC. You can runaway on the exit re-entry but be mindful of being banned from working in Saudi again.
