Act 20 tax benefit?

Hello...

Has anyone here had experience with Act 20 in regards to moving a business to Puerto Rico? Can we become residents then apply for it or do we need to still be in the States?

Do you know of a tax lawyer you can recommend that won't charge an arm and a leg just for a 20 min consultation?  There are so many nitpicky details we'd hate to misunderstand then be screwed later.

This is the last info we need to collect before we'll be 100% about moving so I'm very excited!

We just started the process with PMA, based in San Juan.  I spoke to a lawyer on the phone, then we met for an hour in person to discuss qualifications and process before actually hiring them.  We are just at the beginning of the process, so I have a limited recommendation.
