Can documents requiring certification be certified in the UK before travelling to Malta?
Of course, they could be but would it be acceptable to the agencies requiring them?
Thanks.

You can bascically do two things:
- Get an apostille attached to the document at the court, or
- Get two statements from a doctor/lawyer/banker stating the document is real and describing your relationship to them.

Worked for me.

Thanks but the question is that if done in the UK would they be acceptable by agencies in Malta.
Did you have yours done in Holland before you moved?

Yes, I had all documents certified in Holland. Using both ways I described. They were accepted by the IRD.

When you get a certification and then have an apostil it is normally enough. Worked from Switzerland no troubles.

The 2nd option mentioned above works also but I would suggest using it only in a country which is not part of the Den Hague Convention regarding Apostillisation. Worked for my Wife with documents from Brazil.
