my wife and i will be moving to beirut early next year. i would like some advice on general safety precautions as well as some advice on cost of renting apartments (2-bedroom) away from the city centre as well as any advice on purchasing second-hand cars.

Hi,
as for security precautions - nothing to do but preferably avoid living in the South.
As for apartments, elder apartments (2 bedrooms) can be found between 550 - 1000 USD a months. Newer apartments with or without facilities up to 1'500 or above. You should count around 60 to 80 USD for the generator (lot of electricity cuts) a months.
Chose your area according to your work place (lots of traffic).
Cars
You have second hand markets and/or almost all car dealers are represented. Prices are similar to European prices (extremly high import taxes).
