Recent government changes?

I've been reading on people's blogs that Correa declared the Censo cards were useless and foreigners no longer need them to leave the country, and they are not issuing them anymore.  Can anyone confirm or deny this?
Also, I went to Cotopaxi National Park this past weekend, and they didn't charge an entrance fee.  The workers told my friend who tried to pay them, that the president removed entrance fees from all national parks except Galapagos.  Is this true? Or perhaps my friend lied to me just to be nice, and he payed for my entrance.  Thanks for any info.

About the censo, is true. you don't need it anymore.

About the entrance fee. No clue but maybe locals don't have to pay but foreigners yes.
