Can a foreigner take the driving test in Colombia?

What are the formalities to get a driver's licence in Colombia?

Hola de Puerto Colombia, Heres the deal it cost 260 mill pesos. You go to transito with your passport and visa. They fill out a hoja de vida, they send you to there medico for hearing eye and reflex test show them your drivers lic. from your country pay the 260 en the bank go back and they take your finger prints and bingo thats it.
